Introduction
On behalf of the project consortium “Development of Framework to assess National SDI” which is one of the international projects of Bsik innovation programme “Space for Geo-Information”, we invite you to participate at the Workshop entitled: “Multi-view framework to assess National Spatial Data Infrastructures”, scheduled to take place at Wageningen University situated at the Wageningen, The Netherlands (23 – 25 May 2007).
The program will offer presentation sessions, plenary debates, group work activities to share your ideas, explore on-going research, future developments including state-of-the-art approaches, and to network with the professionals from academia, and government who are interested in developing a framework to assess Spatial Data Infrastructures at national levels.
Background
Joep Crompvoets (Wageningen University), Prof. Arnold Bregt (Wageningen University), Bastiaan van Loenen (Delft University of Technology), Tatiana Delgado (GeoCuba, Cuba), Abbas Rajabifard (The University of Melbourne, Australia) are organizing a Workshop entitled: A Multi-view framework to assess National SDI (23-25 May 2007, Wageningen, The Netherlands).
This workshop is part of the project extension of project "Development of framework to assess National SDIs". The intension of this extension is to improve the development, worldwide application and evaluation of the multi-view framework in order to assess National Spatial Data Infrastructures (NSDI). Since NSDIs can be defined as complex, multi-facetted and dynamic systems, the assessment should be flexible and based on a multi-view approach. This project considers the integration of approaches such as generational (Rajabifard, Grus, Crompvoets, Masser), system/program evaluation (Grus, Crompvoets), performance based management (Giff), clearinghouse suitability (Crompvoets), cadastral (Rajabifard, Steudler), organisational (Kok and Van Loenen), SDI-readiness (Delgado, CYTED-project), Performance measurement in the context of budgetary processes (Lance) and INSPIRE State of Play (Vandenbroucke, KU Leuven). In order to arrive at a more comprehensive assessment, a Workshop on existing assessment approaches is organized resulting in lists of assessment approaches, key indicators to be measured, and application strategies. In addition, the workshop focuses also on the usability (demands) and the evaluation of the assessment results. All the presenters of this workshop are experts regarding each approach, potential users of such a framework or SDI-experts in general.
In order to anchor the workshop results, a book will be published that includes chapters that focus on the different assessment approaches, the entire multi-view framework, and the (potential) use of such framework. Therefore, the presenters are asked to write down their approach or demands to the use of the framework. Before publishing, the chapters are reviewed by the editors (Crompvoets, van Loenen, Delgado Fernández and Rajabifard) or other participants of the Workshop.
Through GSDI board discussions at the GSDI conference in Santiago, a new survey of national SDI initiatives came out as a suggested priority task to be accomplished over the next year. As mentioned before, it is the project's attempt to apply the multi-view framework on a global scale. In order to achieve this we need to collect NSDI-data as input for most these approaches. Since it is not is convenient to compete with other global SDI survey initiatives during 2007, suggested is to support the Global Survey of SDIs. Therefore, a (detailed) discussion about the best strategy for implementing the Global Survey of national SDIs takes also place during this Workshop.

Papers procedure
Before Workshop, all presenters will submit a short abstract (maximum 1 A4-page) which includes a brief description of presentation, a list of key indicators, and usability demands of the assessment results. All submissions must be sent electronically to Joep.Crompvoets@wur.nl. Deadline for submission: 1 May 2007.
After Workshop, all presenters will submit a full-paper (maximum 6000-word manuscript) of original and unpublished scientific research. These papers will be published as chapters of the book tentatively entitled “Multi-view framework to assess National Spatial Data Infrastructures”. Papers must be written in English according to guidelines provided by the publisher. Deadline for submission is 5 October 2007. A template for the paper will be presented during the Workshop.
The aim is to have the book published in the Summer of 2008.
Review procedure
All full-papers will be reviewed by the book editors “Multi-view framework to assess National Spatial Data Infrastructures” and other participants of the Workshop using standard review procedures. Every paper submitted is sent to a minimum number of three reviewers. It is therefore often necessary to receive all three reviews before an objective decision as to whether to publish can be made.
Presentation procedure
It is important to be aware that the size of audience is likely ± 40 persons from Canada, USA, Cuba, The Netherlands, Belgium, Italy, UK and Australia. They are mainly professionals from academia, and government.
The maximum time for presentations is 20 minutes, which allows enough time for questions and/or discussions (15 minutes).
There will be no template provided for the PPT-presentation.
