Abstract:
The increasing complexity of spatial planning issues and pressure from citizens to take part in designing and deciding on spatial plans result in a need for improved methods to aid communication between governmental actors and citizens. E-participation provides new opportunities to involve citizens in the planning process, utilizing technological advancements in both ICT and GIS. However, although e-participation received a lot of scientific attention, with many praising the potential to revolutionize planning, the use of e-participation tools in the planning practice seems limited. The objective of this study is therefore threefold: to investigate the current use of e-participation applications by Dutch municipalities, to identify obstacles when applying e-participation in a planning process and to provide a guideline on how to deal with some of these obstacles.
